(A person ranted that if a writer couldn't write a decent summary that was one to three sentences long, then they shouldn't be writing. Oh, boy did that explode on the person.) It has some very helpful information in this article. And since I'm here, I thought I'd also post a link to a site I found a few months back. http://www.the-writers-craft.com/ This site has help with outlining your novel. They have worksheets for character profiles, settling, and scene charts. (Among other helpful tips.) You just download the worksheets and fill them out. (They are free.) I love these worksheets, and this is coming from someone who hates outlines. They are usually too detailed and by the time I get finished, I don't want to write the novel anymore. (Seriously, I've tried outlines that had me answering the same friggin' question multiple times, in different ways. It was very irritating.)
