At least Joyce is apologizing.. and Ted is gone with money etc. Good for Buffy.. forgive but not forget..

Yup, Joyce realizes that even if her intentions might have been 'protect Buffy', she's done some pretty hurtful stuff to her. For that, Joyce needs to apologize indeed, but more important- prove that she can do better in the future. There's a bigger chance of them patching things up when Ted's finally out of the picture. But as you said, Buffy forgives but she can't ever forget what happened between them.
