Love this story but I'm not seeing how Congress would go along with it when there is a 4th Amendment to protect persons. Scary. But this is fiction and authoritarian types can just disregard rights.
If things worked as they should you are right. Unfortunately we have already compromised many of our Bill of RIghts under the Patriot Act and if they sold something like the exposure of demons as a true threat they would likely allow for exceptions just as they have for terrorists.
