I'm new and I was wondering, is it that a story just needs to be nominated once and it gets voted on, or does it need a second nomination or more to qualify? Spuffy Awards is voting now, though Spark and Burn Awards are still open to nominations. The process is slightly different for each award site, but I don't know of any that require nominations to be "seconded," so to speak. So, only one person needs to nominate a fic in order for it to be considered. I think most awards have one or more moderators who screen the nominations to make sure the fic or art meets the criteria for the category, but some will just accept any nominations they get. Generally, the site emails individuals to let them know they've been nominated. Some sites require the nominee to reply to the email to accept the nomination, while others ask that you reply if you wish to decline the nomination for some reason. Awards are determined by either judges, voting, or some combination of the two, depending on the site. Writing should feel easy, like a monkey driving a speed boat.
